CONICAL is a C++ framework for building artifical neural networks for simulation and computional neuroscience. The library is NO LONGER ACTIVELY DEVELOPED but is cross platform and can serve a purpose for single applications or education.

The library is cross-platform and is tested under unix, mac os and DOS(!). It requires nothing more than an ANSI standard C++ compiler. CONICAL is not a complete nerual simulation package, but rather a back-end engine to build applications

You mean I don't have to pay for epxret advice like this anymore?!
